flexible staffing program

Permanent incumbents in class 5201 Junior Engineer are eligible to advance to positions in the Assistant Engineer class after obtaining an Engineer-in-Training Certificate from the National Council of Engineering Educators, completing one year of satisfactory service as a Junior Engineer within the same department, and with the approval of the Appointing Officer. Promotion to the Assistant Engineer class is not automatic.

A separate list (Flexible Staffing) will be established for class 5203 Assistant Engineer. The names of all eligibles on the list for class 5201 Junior Engineer will be placed on the 5203 Assistant Engineer flexible staffing eligible list under waiver of appointment. Waivers on the flexible staffing list may be removed only when the following requirements have been met:

  1. permanent civil service appointment as a 5201;

  2. completion of one year of satisfactory service as a 5201;

  3. certification as an Engineer-in-Training;

  4. if, in GESP (Graduating Engineering Student Program), proof of graduation is provided; and

  5. active eligibility on the 5203 list

To remove a waiver, the Appointing Officer of the department where the incumbent has completed the one year of service must submit to the Department of Human Resources a Request for Removal of Waiver Flexible Staffing Position form, a copy of the incumbent's performance evaluation for the previous year showing at least an evaluation of competent and effective, and a copy of the EIT Certificate. Appointment to 5203 will require an approved requisition.
