Examinations are designed to test the basic knowledge, abilities and skills necessary for successful job performance. The entry-level professional engineering exams usually consist of a written supplemental training and experience evaluation application that determines the score and rank of candidates. In the higher-level engineering, and all architecture classes, generally, an oral examination evaluated by job experts in the discipline being tested is administered. Examples of areas to be tested include technical knowledge; problem solving ability; oral and written communication ability; and human relations ability. For the higher-level classes, project management and supervision/management are also tested.

The purpose of an examination is to provide a list of qualified persons eligible for employment. Separate lists are established for each job classification. Candidates are ranked on an eligible list according to their overall scores in the examination.

Disabled applicants with accommodation needs should contact the examination analyst at the telephone number listed on the job announcement prior to the examination.

After the examination, candidates are notified of their score and rank and dates of inspection for certain examinations. When the inspection period is over, the list is adopted and candidates reachable on the list can be notified of opportunities to interview for positions. Most Engineer and Architecture eligible lists are active for two years; eligibles can be notified of vacant positions at any time within the active period.

Currently, Engineering and Architectural examinations use the rule of three scores. This means that a department fills a vacancy by choosing one of the available candidates from the three highest-ranking scores on the eligible list.

After receiving a conditional offer of employment, prospective employees may be required to pass a medical examination, which might include drug testing.

Some departments or positions require a background check or security clearance. When reached for employment, eligibles in positions requiring driving must be insurable under that department’s automobile liability insurance. Qualifications must be maintained throughout employment.

Classifications which are represented by bargaining units that have contracts with the City and County may have benefits, terms of employment, and working conditions that are subject to the terms of the particular agreement as signed by the representing bargaining units, such as Professional and Technical Engineers, Local 21.
